Scariest movie I ever saw was The Haunting (Robert Wise, 1963), based on the Shirley Jackson book The Haunting of Hill House. It has no violence at all, unless you count a car crash at the end. Martin Scorsese ranks it as the scariest movie of all time. Modern "scary movies" rely on shock and surprise, which any dufus can do.
